Procurement specialist was required to assist the Committee of Roads, the Project’s Executing Agency (EA), in procuring civil works and goods, and recruiting consulting services for the Project, especially at the start-up of the Project until a Project Management Consultant is selected and fully operational.
Services
The tasks of the procurement specialist included the following:
- Consult with the concerned officials of the Executing Agency (Ministry of Transport and Communications and Committee of Roads), and the Consultants (Kazdorproject and others) for coordination and any information required to complete the tasks;
- Prepare request for proposal (RFP) documents, following the draft procurement plan (per the steps and estimated durations laid by ADB); which provides the estimated costs and activities for each procurement methods and for each procurement item under the Project;
- Compile technical specifications for procurement of good and services in consultation with the EA;
- Prepare prequalification documents, specifications and bidding documents, following ADB’s Standard Bidding Documents;
- Prepare tender notices and invitations for bids;
- Receive, open, and assist in evaluation of bids; and finalize contracts;
- Periodically update the procurement plan in agreement with the EA to reflect the actual project implementation needs and improvements in institutional capacity;
- Assist in getting any documents translated and printed;
- Prepare procurement implementation reports as necessary and in accordance with the reporting requirement acceptable to ADB;
- Obtain all necessary clearances within the Government and ADB;
- Maintain all procurement records in proper order, acceptable to the EA and ADB;
- Assist the ADB staff during procurement prior-reviews;
- Contribute to the preparation of loan/project documents, references, studies, and materials for ADB and the EA on procurement aspects; and
- Train EA staff on procurement aspects following ADB Guidelines.
