The objective of this assignment was to provide relevant technical advice and support the MOTC in their work to improve the road sector management system and increase the effectiveness of investments. This TA was part of a suite of measures to support the government of Armenia (GoA) in the effective and timely implementation of a number of policy actions that the GoA needs to achieve through a program agreed upon with the Asian Development Bank.
Services
The consultant performed the following specific tasks and delivered the following outputs:
- Provided a quick review of international best practices in the management of the road sector. Jointly with the national transport engineer summarize the current state of the road sector in the report. The inception report shall describe the implementation approach for this assignment and provide an implementation timetable that is discussed with MOTC;
- Leaded the work associated with introducing performance-based contracting in the MOTC;
- Supported MOTC in preparing guidelines to specify the required international roughness index (IRI) criteria for each type and class of road;
- Provided technical inputs required for developing a formula for calculating the required road sector expenditure (both operational and capital). Participate in discussions with MOTC and MOF;
- Supervised the national transport engineer in the review of and assist in the development of revisions to the existing government decree on criteria for road sector projects. Consultants will propose and discuss additional criteria as required to improve the effectiveness of allocated funds;
- Worked with MOTC to review and revise the existing government decree for routine maintenance advising on changes to the regulation and methodology. Develop documentation for the introduction of a new periodic maintenance category into the documentation and road maintenance program. Activities will include supporting MOTC in the introduction of a new classification and approach for roads classified as "bad" and reflecting them in the road maintenance program, as well as a proposal to review the contracting period for routine and periodic maintenance contracts to give MOTC greater flexibility in determining appropriate contract arrangements for maximum efficiency;
- Advised other consultants on technical approaches to traffic count and evaluation guidelines;
- Performed other tasks assigned by the Project Officer to support the successful implementation of policy ISSP2 policy conditions.
