The objective of the consultancy was to train and develop the capacity of the Design Institute in preparation of Technical Specifications and BoQ and establishing Standard Technical Specifications for road construction works.
Services
The detailed tasks included the following:
- Reviewed the current standards and relevant documents (BoQ, specification) to identify any inconsistency with international practice, especially with “Conditions of Contract for Building and Engineering Works Designed by the Employer – Multilateral Development Bank Harmonized Edition” (MDB) applied in all ADB projects;
- Developed a standard BoQ to include all concerned items encountered in road engineering and associated other facilities (such as toll plaza, maintenance building, and electric and mechanic), based on the current version. The standard BoQ proposed has been output based, easy to measure, and pay;
- The proposed standard BoQ is linked with the technical specifications, with a detailed explanation of work procedure, material requirements, measurement and payment, acceptance standards, and work contents to be included in this item. These technical requirements have been referenced with proper chapter or para number of ShNK, GOST, MShN, and OST and Employer’s Special Requirements (where applicable);
- The consultant ensured that the BoQ:
- Provided sufficient information on the quantities of Work to be performed to enable bids to be prepared efficiently and accurately;
- Facilitate the comparison of rates and prices between bidders;
- Provide priced Bill of quantities for use in the periodic variation of Works executed;
- Provide rates and prices, which can be used in the contract variation of additional works instructed by the Employer;
- Enable the Employer to assemble actual tendered rates and prices to prepare for future estimating and budgeting;
- Link the BoQ with the Technical Specification;
- Provided workshops to the Design Institute to explain the rationale of international practice. Provided on-the-job training on developing parts of tender documents for ADB-financed road contracts.
