Details
The objective of this assignment was to provide relevant technical advice and support the Ministry of Transport, Communication and Information Technology (MOTCIT) in their work to improve the road sector management system and increase the effectiveness of road sector investments. The consultant supported the effective and timely implementation of policy actions agreed upon between the government and ADB. DBUK supported the MOTCIT in producing the following outputs relevant to the road sector:
- Reviewing the Armenian Roads Department (ARD) to strengthen ARD's corporate structure and increase its transparency in decision-making, capacity, and operational efficiency;
- Supporting ARD in determining the location of 10 new traffic count stations to be installed and ensuring they are installed;
- Supporting ARD to conduct a pavement condition survey with new equipment to be purchased;
- Support MOTCIT in awarding maintenance contracts using new modalities including performance-based contracts, price-indexing contracts, contracts beyond the standard 5 years and a periodic maintenance contract; and e) Supporting MOTCIT to award a road rehabilitation contract under the new minimum requirements.
Services
The services implemented include:
- Prepared a draft TOR for the review of ARD and then work with MOTCIT and ARD to finalize the TORs;
- Prepared a short background paper that provides examples of international practices in delivering high-quality road maintenance which would be relevant to ARD;
- Analyzed the objectives, structure, processes, capacity, and personnel of ARD to get an understanding of the issues in ARD and where improvements can be made;
- Prepared a draft report which includes recommendations to reform/restructure ARD to make it a more responsive and efficient agency in delivering road maintenance;
- Worked with MOTCIT and ARD to finalize the report for government consideration;
- Worked with ARD to implement new road maintenance contracting procedures; and
- Performed other tasks assigned by the Project Officer to support the successful implementation of the ISSP2 policy actions.
