The ADB assigned the Consultant for assessing the need for axle load control facilities, preparing the technical specifications and cost estimates, and submitting a due diligence report.

Services

DBUK has accomplished the following tasks:

  • Obtained details of the existing axle load control practices currently in Uzbekistan;
  • Collected and reviewed available documents and technical data on the success or otherwise of the current practices in the Central Asia region and identify lessons learned;
  • Reviewed existing laws and regulations on vehicle axle load control in Uzbekistan;
  • Discussed with relevant government agencies to ascertain the technical nature and justification for weighbridges, including the proposed location of the weighbridges. This required site visits to various parts of Uzbekistan;
  • Prepared technical data and specifications, consistent with the prevailing standards and international good practices in a form that can be readily included in standard bidding documents of ADB procurement of the weighbridges;
  • Using international sources, prepared realistic cost estimates for procurement, installation, and commissioning of the axle load control facilities;
  • Submitted draft due diligence report for weighbridges;
  • Prepared a draft axle load control strategy for Uzbekistan, including an action plan;
  • Submitted final due diligence report for weighbridges after incorporating comments from ADB and SCR; and
  • Submitted final axle load control strategy after incorporating comments from ADB and SCR.
